The City of West Sacramento is currently preparing a Climate Action Plan (CAP) as an update to its original CAP. Climate action plans typically serve as a comprehensive roadmap that outlines the actions a city will take to reduce local greenhouse gas (GHG) emissions. West Sacramento’s CAP will also include a high-level analysis of climate change and its local impacts, as well as opportunities to reduce local climate vulnerability.

The CAP will demonstrate the City’s commitment to reducing GHG emissions in a manner that is consistent with California’s near-term GHG reduction goal of 40% reductions below 1990 levels. It will also outline a high-level pathway to achieve carbon zero by 2045, consistent with the Mayors’ Commissions on Climate Change, which is a regional effort that is co-led by the Cities of West Sacramento and Sacramento.

The CAP will analyze GHG emissions that result from community activities, including natural gas and electricity use in homes and businesses, transportation from residents and employees, and solid waste disposal and treatment, among other sources. It will also include a projection of how the community’s emissions could change in the future if no further action is taken to slow or reduce their growth. The comparison of future emissions estimates to the City’s GHG targets will help frame a discussion about the types of local actions that will be necessary for target achievement.

Through the CAP development process, the City will evaluate a range of GHG reduction strategies that are informed by research from the Mayors’ Commissions on Climate Change and by residents and businesses to understand the city’s unique opportunities and challenges.

Summary

The Climate Action Plan:

  • Evaluates the City’s 2018 community GHG inventory and emissions forecasts through 2050.
  • Establishes local GHG targets that demonstrate consistency with California’s 2030 GHG target and the Mayors’ Commission on Climate Change 2045 goal.
  • Identifies local actions, reflecting the West Sacramento context, that when implemented will help the city to achieve its GHG reduction goals and reduce climate vulnerability.
  • Draft will be made available at City Hall, and posted on the City's website and in other public locations once complete.

Project Status

November 2019

  • The City of West Sacramento kicked off the Climate Action Plan. We encourage all West Sacramento residents and businesses to help us develop a plan that reflects our unique local context and values.

March 2020

  • The City collected information to prepare a 2018 community GHG inventory and forecasts, and continued participation in the Mayors’ Commission on Climate Change to identify regional strategies and partnerships that support our local climate planning efforts.
  • The City discussed the scope and timing of the Climate Action Plan with staff from the Delta Stewardship Council to understand opportunities for collaboration in our response to local climate hazards and vulnerabilities.

November/December of 2020

Spring 2021

  • Preparation of adaptation policy memo. Publishing of online questionnaire. Generation of greenhouse gas emission forecasts. Initiation of the development of greenhouse gas reduction strategies.
  • Project team will conduct interviews related to climate change and greenhouse gas emissions reduction with community members and representatives of businesses that are leading on these topics. Initiated the development of climate resilience strategies.
  • Climate Vulnerability Report prepared with assistance from the Delta Stewardship Council.

Fall 2021

  • Development of draft GHG reduction strategies
  • City Commission workshops
  • Chamber of Commerce workshops. Slides from that meeting are available by following this link.

Spring 2022

Summer 2022

  • Public draft preparation 

Spring 2023

  • The scope of the CAP work has been expanded to include additional adaptation and resiliency analysis as well as a funding and financing plan. More information on this is provided in Item 6 of the April 5, 2023, City Council agenda

Summer 2023

  • A public draft is anticipated in June/July of 2023
